Neighborhood Counseling Services Section

The Neighborhood Counseling Services Program provides comprehensive housing counseling to renters, homeowners, potential homeowners and families. Services include:

Renter’s Counseling
Support is provided through locating available rental housing and assisting with landlord and tenant problems.

An annual Landlord/Tenant Rights and Responsibilities & Fair Housing Seminar is held during Fair Housing Month in April to educate landlords and tenants of their rights and responsibilities.

Default and Delinquent Mortgage Counseling
Families experiencing problems with mortgages (late payments and income changes that causes problems in mortgage payments) are provided one on one counseling.

Home Maintenance Counseling
Participants of the Housing Rehabilitation Grant Program receive counseling on the “how to’s” of maintaining their rehabilitated home. Classes are conducted monthly. Persons residing in federally subsidized units may also participate in the program.

Reverse Mortgage Counseling
Educational workshops are provided to seniors (62 years of age or older) who are “house rich” and “cash poor.” Learn how the equity in your home can provide you with supplemental income.

First Time Home Buyer Training Program
Potential homeowners and renters interested in purchasing a home will learn the ABC’s of what the home buying process involves. The pre-purchase process will assist participants in determining how much they can actually afford for a house. Certification is issued to participants upon completion of the training.

Emergency Shelter Assistance
Individuals and families are counseled and referred to homeless shelters as accommodations are available.

Housing Discrimination Complaint Hotline
Persons who feel they have been discriminated against may file their complaint through the Neighborhood Counseling Services office. Complaints are forwarded to the Department of Housing & Urban Development for further processing. The Discrimination Complaint Hotline number is (337) 291-5451.

Information and Referrals
Clients are provided information and referrals to other social service agencies when they have needs that are not being met. All services of the Neighborhood Counseling Services Program are provided at no cost.
