Job Duties and Qualifications

Overview – Responsible for improving technology to build higher quality constituent services; Lead efforts to inspire cultural, behavioral and process changes in both leadership and staff to embrace a digital transformation; Manage challenges of modernizing legacy systems while implementing current and emerging tech; Provide leadership and direction in the development of short and long range IT plans, including the Strategic Roadmap; Responsible for work flow management and efficiency; Provide easier public access to information; Develop innovative solutions to local issues.


  • Monitor emerging technologies, makes strategic recommendations in anticipation of upgrades, and looks ahead to allocate multi-year human and financial resources appropriately
  • Provide IT advice to LCG Council, Mayor-President, staff, and occasionally outside agencies, requiring excellent verbal and written communication skills to interact effectively with each of these stakeholders, including presentations to any of these groups, and where necessary, focus groups and the general public
  • Oversee the analysis, design, programming, and administration of information technology systems
  • Create, change, implement, and manage written IT policies and procedures to establish and maintain excellent standards of performance
  • Supervise, manage and administer the IS&T Department of 30+ employees with a $9.7M budget



  • Education - BSc/BA in computer science, engineering or relevant field; MSc/MBA preferred
  • Proven experience in leadership and managerial roles
  • Knowledge of IT systems, network infrastructure, cloud computing, application hosting/management, cybersecurity and resilience, data analytics, web and mobile application development and Smart City approaches
  • Background in designing/developing IT systems and planning IT implementation
  • Knowledge of Federal, state and local laws, regulations and court decisions applicable to information technology
  • Excellent communication skills, both written and verbal necessary to motivate technology actions within LCG to inspire leadership and staff to embrace new technology
  • Manage the complex and challenging change efforts necessitated by technology deployments
