Community Development to Host Public Hearing for Five-Year Plan

​Lafayette Consolidated Government’s (LCG) Community Development Department (CDD) will host a hearing for public review and comment on the 2018/2022 Consolidated Plan. The five-year plan, which is prepared by CDD, will govern the disbursement of HUD’s Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) entitlement grants in Lafayette Parish.

“The five-year Consolidated Plan identifies priority needs in Lafayette Parish to be funded by CDBG and HOME funds,” stated CDD Director, Dr. Shaneá Nelson. “We strongly encourage attendance from Lafayette Parish residents, as this is an opportunity to share and document community needs for consideration in the consolidated planning process.”
The meeting will be held on Monday, December 4, 2017, at 5:15 p.m. at the Greenhouse Senior Center located at 110 NE Evangeline Thruway.
The purpose of the public hearing is to discuss the housing and community development needs of the parish’s low to moderate-income and special needs households. Issues covered in the plan include:

• Low to Moderate-Income Housing – renters and owners
• Homelessness - outreach, supportive services, emergency, transitional and permanent housing, and employment skills or training needs
• Public Facility Needs - senior, youth and childcare centers, neighborhood facilities, and parks and recreation facilities
• Infrastructure Improvements - solid waste disposal, drainage, streets and sidewalks, utilities and asbestos removal
• Public Service Needs - senior, handicap, youth, transportation, substance abuse and other public services
• Economic Development – commercial and industrial rehabilitation, infrastructure and other improvements, micro-business development and technical assistance
• Other Needs - energy efficiency improvements, lead-based paint hazards, accessibility needs, historic preservation and planning
According to Nelson, due to federal fund reductions, LCG will likely focus its limited CDBG and HOME funds on the most documented and pressing need – low to moderate-income housing. If additional funding becomes available, LCG can amend the Consolidated Plan to allow other priority needs to be addressed.   
All interested parties are encouraged to participate in this planning process.  
CDD also released the 2016 Consolidated Annual Performance and Evaluation Report (CAPER) for a 15-day public review and comment period now through Friday, December 15, 2017. The CAPER describes CDD’s accomplishments in addressing the housing and community development needs identified in the 2013/2017 Consolidated Plan.
