Stormwater and Solid Waste Requirements for Approval of Construction

Federal, State, and local governments are required to follow and enforce provisions within the Clean Water Act. Lafayette Consolidated Government meets this requirement through the enforcement of a Code of Ordinances and the implementation of various measures outlined in the state-issued Municipal Separate Storm Sewer System (MS4) Permit.

Drainage-Environmental Quality requirements for issuance of Permits

  • All projects require Building Permit Solid Waste Notification Form
  • If disturbed area is one acre or more, a Stormwater Pollution Prevention Plan (SWPPP)  is needed.
  • Along with your SWPPP, you will need to submit a Hold Harmless Certification Form and a Checklist.
  • If disturbed area is five acres or more, or is part of a larger development, include required SWPPP documents and a copy of the NOI submitted to the Louisiana Department of Environmental Quality (LDEQ).

Drainage-Environmental Quality requirements for Permit Closures (Certificate of Occupancy, etc.)

  • The owner/operator of a commercial property must have garbage service prior to CO issuance. All commercial projects require a Certificate of Occupancy Solid Waste Notification Form
  • A final site inspection must be conducted to ensure conformance with local regulations. To schedule a final site inspection, complete and submit the Final Inspection Checklist & Certification Form. Common issues that result in a failed EQ final inspection include: litter, sediment in drainage systems, streets, and parking lots; bare/un-stabilized soil, and lack of sediment control measures near drainage infrastructure.  

Managing stormwater and solid waste—during and after construction—helps safeguard public safety by preventing damage to infrastructure, drainage obstructions, and other environmental issues.
